Il est convoqu\u00e9 par le Secr\u00e9taire g\u00e9n\u00e9ral de la Ferpa, conform\u00e9ment aux dispositions de la Constitution. Le Congr\u00e8s ordinaire se tient tous les quatre ans et est convoqu\u00e9 au moins quatre mois \u00e0 l&#39;avance. Des conf\u00e9rences interm\u00e9diaires sont organis\u00e9es entre deux Congr\u00e8s. Le Congr\u00e8s \u00e9lit le Secr\u00e9taire g\u00e9n\u00e9ral, le Pr\u00e9sident et le Comit\u00e9 des finances.
